| Introduction |  For
forty years Dr. Hueting (1929) has worked on a framework for the estimation
of a sustainable national income (SNI) as an indicator of the production
level that does not threaten living conditions for future generations.
In 1969, he founded the Department of Environmental Statistics at Statistics
Netherlands. In 1974, he published
New
Scarcity and Economic Growth. More welfare through less production?,
a seminal study about the greening of national income. In 1991 Jan Tinbergen
and Roefie Hueting published a first rough estimate of Sustainable World
Income in a paper for the 1992 Rio conference. In 1992, Statistics Netherlands
and WWF published his Methodology for the Calculation of SNI. In
1999, an International Symposium on his work was held at the Academy of
Sciences in Amsterdam. In 2001 the World Bank organised a seminar on the
book Economic Growth and Valuation of the Environment: a Debate,
which contains, among other things, an estimate of SNI for the Netherlands.
Hueting presented papers on the SNI at seminars sponsored by the WB, OECD
and WSSD where the delegates have strongly recommended that SNI estimates
be developed for more countries. In texts before June 2007 the abbreviation
"SNI" is used but henceforth "eSNI" is to be preferred since the term "sustainability"
has been collecting all kinds of other aspects that are not included in
Hueting's definition. |
